Minutes of the Continued Meeting of the
Board of Commissioners on March 15, 2004
Meeting called to order by Acting Chairman Miller at 15:03 at Administrative Office, Metaline Falls, WA. Present were: Commissioners Miller and Layton and Administrative Assistant Rumelhart. Station 22 Lieutenant Johnson arrived at 15:26.
The minutes of the February 9, 2004 regular meeting and the minutes of the February 16 & 23, 2004 and March 1 & 8, 2004 continued meetings were reviewed and approved.

Correspondence:
- The sheriff’s office sent a letter informing the District that Fire District #5 still is not able to respond to EMS calls.
Reports:
- Administrative Assistant
- As of February 29, 2004 the General Fund has a balance of $12,258.45, the General Fund Investment Pool has $1.00, the Rescue Fund has a balance of $7,791.25, and the Rescue Fund Investment Pool has $17,136.58.
- Fire Commissioner
- Northwest Resources – No Report.
- Chief Report – The chief’s report was reviewed.
- Ladder 20 – No Report.
- Rescue Commissioner
- Paramedic Search – Two paramedics have expressed interest in the position. Commissioner Miller will work on finding a good time for interviews and will probably call a special meeting in order for two commissioners to be able to do the interviews.
- Station 22 Cover – A stand alone cover is being constructed.
- Medic 243 – Medic 243 has been serviced and is now operational. It was decided to license it as an Aid Vehicle and wait on outfitting it as an official ambulance.
- New EMS people – Station 22 Lieutenant Johnson is working on getting the new responder’s EMT certifications changed to Washington State.
- ILS Expectations – Station 22 Lieutenant Johnson was asked to talk with the Medical Program Director and come up a policy on what is expected from EMT-Intermediates.
- Administrative Commissioner
- Riveredge Estates Station – Nothing to report.
Old Business:
- Wallis Claim – The revised release and a letter have been sent to Mr. Wallis’s Newport attorney. Nothing has yet been received on whether or not the release has been signed.
- Radio Call Numbers – JoAnn Boggs has been contacted about the District using clear text instead of numbers to identify individual responders. She has to discuss it with Steve West but does not see a problem with it.
- Ambulance Servicing – After some discussion it was decided to have most of the ambulance servicing done by the Newport Ford Dealer.
- Uniform Policy Update – No Action.
- EMS Training Clarification – The EMS Training Lieutenant is still working on it.
- Newport Ambulance MOU – The MOU has been sent to Newport Ambulance but has not been received back yet.
New Business:
- Ambulance Billing – The District has a policy of giving patient who have no insurance a discount of $2 for each $1 paid if they make regular payment. A patient has asked if the District would give a discount if they pay in full. After some discussion, Commissioner Miller moved that the District give a one third discount if a patient has no insurance and wants to pay in full. The motion passed unanimously.
- EMS Chief – EMS Chief Kiss has resigned from the Fire District EMS and CPR programs. A letter will be composed and sent expressing regret for her leaving and thanking her for her years of service.
The meeting adjourned at 16:20, next meeting April 12, 2004, 19:00 at the Administrative Office, unless a special meeting is called to interview paramedic candidates.
